I'm using the GMC Denali Road Bike where the frame's angles and dimensions make it difficult to latch on my bike lock.
[+] The Ibera bag's construction is great. Velcro loops atop and fore are sturdy to keep this well secured.
[+] The main compartment fits my OnGuard Bulldog DT 5012, a 11.6 x 5.9 x 1.7 inches ; 3.4 pounds beastly lock and then a bit more.
[+] Inside is a smaller stealthy zipped pouch that can hold wallets, phones, keys, and etc.
[+] The secondary zipped compartment is large enough to hold a scrunched up cargo net, gloves, and my sports goggles.
[-] The bag's dimensions however sacrifice the cup holder.

I was hoping that I could put my iPad in this bag, on the days that I ride to work, so I don't need to carry a backpack. However, the zipper could barely close up, if I keep the iPad cover on. So, I still ended up carrying a backpack. This bag takes up the entire space under the crossbar such that I had to remove the bottle holders. Now I put my lunch and a water bottle inside this bag when I ride to work!

It's a good size top tube bag, and it's not bad looking. I didn't want panniers or a basket or a rack or any of that crap, I just need something big enough to carry some basic tools, a lock and chain, my work shirt and hat a little bit of paperwork. And maybe a gameboy or something. But yeah, it's big enough for all that with no problem.
It has two main compartments on the outside, and one small one inside. I would not be able to say how weatherproof it is yet, having bought it in the summer, but if you have anything you're worried about getting wet I'd put it in a zipblock bag first anyway. It's not too wide (about 2 inches) so it doesn't rub up against my legs at all. I also can't seem to find a top tube bag anywhere near this size anywhere online. And on my 54cm road bike frame, I still have room to use one of the water bottle holders, but YMMV depending on your frame size and type.
All in all, a good buy for the price!
